Thomas Traded to the Islanders...

The move puts the Islanders above the cap floor and the team can choose to toll the contract so they can keep using the cap hit in perpetuity if Thomas doesn't come back, or just let his contract expire at the end of the season.
So they can just keep using his salary as a cap hit if he doesn't come back. NHL economics... a strange world.

This is the weird part (quoted from the TSN article):

I found this strange as well. So have they effectively lowered their floor by 5 million...forever? At what point does it become preposterous to propose that he might "technically" be able to come back?

I don't think they can toll the contract if Thomas officially retires.
Otherwise teams that need to reach the cap floor would be doing it a lot more often.
But to be fair I'm not sure. This is a really weird situation.

"How do you know I'm mad?" said Alice.
"You must be," said the Cat, "otherwise you wouldn't have come here."

He's not coming back. It's the Islanders basically just paying for cap hit.
Except the Isles aren't paying.
They don't have to pay Thomas unless Thomas reports
They don't give a pick to Boston unless Thomas reports.
So if Thomas sits at home, like he seems to be inclined to do, the Isles just acquired 5 million of cap hit without having to trade any assets or even pay a salary.

If Thomas doesn't report, the can hold onto his rights.

That is strange indeed. He wanted to sit out the season?? He must be getting flack from US hockey fans. He should come play for a Canadian team!!!
Grabovski for Thomas straight up!!!
Are you serious??? I don't care how useless Grabovski is. Thomas is not worth it. Too much baggage, too flaky and frankly, do the Leafs really need the dressing room distractions? Havent we had enough of off-ice circuses?
